Charlie Puth stole Phnom Penh’s attention
Adrenaline ran high tonight as American pop sensation Charlie Puth took to the Diamond Island stage and wowed thousands of fans at the Phnom Penh leg of his Voicenotes world tour. His debut in the Cambodian capital was brought about by Smart Axiata as a part of its International Mega Concert series.
The party was kicked off by various local acts including Khmeng Khmer, Laura Mam, and Adda, who kept the party alive while waiting for Puth.
At roughly 8:20pm, the stage lights dimmed and the accompanying tunes were cranked down, adding to the suspense of his multitudinous hardcore supporters - known as Puthinators.
The signature riffs of his latest self-produced hit ‘The Way I Am” broke the silence and the spotlight cast Puth’s silhouette on the middle of the stage.
The 27-year-old was clad in monochrome black and sported a dark hairdo that was more fitting than the previous infamous blonde one.
“Phnom Penh, how are you all feeling tonight?” Puth’s raspy voice echoed through the arena and was answered with roaring chants and screams from the fans.
“It’s been a long time coming. Cambodia, I do have one question for you. How long has this been going on?” Puth asked, as his fingers danced on the keyboard and launched straight into the intro of his hit song “How Long.”
The singer-songwriter hyped up the crowd with a series of up-tempo numbers from his latest album, Voicenotes: “Empty Cups”, “LA Girls”, “Somebody Told Me”, et.al.
The crowd waved their glow sticks in the darkness of the outdoor arena, mimicking a starry night, while being serenaded by Puth with “Patience” and “Change” was a spectacle.
“His voice is so beautiful and he is such a great live performer. This was the best concert I’ve ever been to,” a local fan, who wished to be known as Ellie, told Khmer Times.
The arena transformed into a massive dance floor when Puth performed his chart-toppers “Attention’, “Marvin Gaye”, “Done For Me” and “One Call Away”; he also flaunted his musical skills with a brief keyboard rendition of Frank Sinatra’s “Can’t Help Falling In Love With You”.
The Grammy-nominee then sent the crowd into frenzy when he emerged topless for a performance of “Done For Me”.
Puth capped off the spectacular night by paying homage to the track with rapper Wiz Khalifa that led him to stardom in 2015 - “See You Again” - for the soundtrack of the Fast and Furious franchise.
The Asian leg of Puth’s tour started on October 29 and he has performed in Thailand and China, and will be making pitstops across in Taiwan, Singapore, Malaysia, Indonesia and Japan.
On November 6 he will share the stage with world’s number 1 South Korean band, BTS, at the MBC Plus X Genie Music Awards, days before his own concert, at Seoul’s Jamsil Stadium

Central Bank explains its yuan promotion policy
A representative of the National Bank of Cambodia yesterday clarified the Central Bank’s policy toward the Chinese yuan, saying that its use is only being promoted in cross-border dealings.
The explanation was given yesterday by NBC director Chea Serey and follows reports in local media that the Central Bank was encouraging the use of the Chinese currency for everyday exchanges in Cambodia.
Ms Serey was speaking to reporters during a meeting convened to set the record straight on the matter.
“We are not asking Chinese people or investors to use the yuan in Cambodia. What we want is for them to use the yuan in the banking system and in cross-border transactions,” Ms Serey said.
“We are urging Chinese and Cambodian companies to trade in yuan and riel as to avoid risks associated with currency exchanges,” Ms Serey said. “Cambodian businesses importing goods from China should pay in yuan and Chinese businesses importing goods from Cambodia should use riel.”
Ms Serey said the policy will boost the use of the local currency, the riel, abroad. “The use of the Chinese yuan in trade settlements between the two countries will also increase the use of the Cambodian currency.”
She said similar arrangements are being pursued with Asean nations, particularly Thailand and Vietnam.
Speaking last week at a forum on the internationalisation of the Chinese yuan, also known as ‘renminbi’ (RMB), NBC deputy governor Sum Sannisith said there has been a 10 percent jump in the use of the Chinese currency in trade exchanges between Cambodia and China.
“The RMB plays an increasingly important role in cross-border trade and investment in line with enhanced cooperation between Asean and China,” Mr Sannisith said. “As an Asean nation, and due to our close relation with China, Cambodia benefits from the internationalisation of the yuan.”
NBC allows certain banks and financial institutions to operate in yuan. The Bank of China (BOC) and the Industrial and Commercial Bank of China (ICBC) are allowed to conduct operations in yuan and can act as clearing facilities.
13 other commercial banks are allowed to transact in yuan, enabling importers of Chinese products to secure more loans and allowing people paid in yuan to open bank accounts with local institutions.
Chinese tech businesses have also contributed to the rise in the use of the Chinese currency. Payment gateways like Alipay and WeChat Pay are widely used by tourists and residents in Cambodia. China’s UnionPay, the largest supplier of payment cards, is also broadly used in the Kingdom, Mr Sannisith explained.
In September 2017, the yuan-riel exchange rate was officially launched during the China-Asean Expo in Nanning, in China’s Guangxi Zhuang Autonomous Region.
According to NBC, last year Cambodia imported $5.2 billion in Chinese goods, while it exported $753 million to the East Asian giant. Of that trade, $135 million worth of settlements was carried out in yuan by Cambodian companies, while Chinese firms paid at least $70 million in yuan to Cambodian firms.

Insiders clash on tourist growth in S’ville, agree on hotel shortage
Despite opposing claims by leading sector figures, local authorities in Preah Sihanouk say tourist numbers in the coastal province continue to experience a healthy growth.
During the first nine months of the year, the number of visitors – both local and foreign – to Preah Sihanouk grew by 6.65 percent, totalling 1.61 million people, said Taing Sochet Krisna, director of the provincial tourism department.
According to Mr Krisna, nearly 1.2 million locals visited the region from January to September, a 2.72 percent increase. The number of international tourists rose at a faster rate, increasing by 19.45 percent to reach almost 415,000 people.
However, these figures contradict claims made by other prominent figures in the tourism sector.
“There has been a nearly 70 percent drop in the number of locals visiting the region,” said Thourn Sinan, chairman of the Cambodian chapter of the Pacific Asia Travel Association (PATA).
“More and more local tourists are now choosing to visit the islands or Kampot and Kep instead of Sihanoukville,” Mr Sinan said.
Mr Sinan attributed the drop to an insufficient supply of accommodation options and high prices across the board. He said that many local businesses have been taken over by Chinese nationals, a fact that local travellers resent and that was causing a “lack of Cambodian smiles and smells.”
Preah Sihanouk tourism department’s Mr Krisna said that those that claim that the flow of local tourists is dwindling are only taking a superficial look at Sihanoukville’s town centre and Ochheuteal Bay, not taking into consideration the rest of the province.
“We have officials recording data for every resort and tourism area in the province. Data from hotels, guesthouses and apartments shows that numbers are on the rise,” Mr Krisna said.
“While we acknowledge that there has been a decline of local tourists during some seasons in the past, we can confidently say that from January to September this year the number of local tourists has increased,” Mr Krisna added.
However, Mr Krisna agrees with Mr Sinan in that there isn’t enough accommodation options to fill current demand.
“The number of hotels and guesthouses is not enough to accommodate local visitors, especially in Ochheuteal Beach, where most establishments are owned by Chinese nationals who charge high prices. Because of this, a lot of local tourists are choosing to go to other places, like other beaches near Ochheuteal or the islands,” he said.
To combat the accommodation shortage, Mr Krisna encouraged local businesspeople to invest in budget and mid-range guesthouses and hotels in the area.
Meanwhile, PATA’s Mr Sinan says tourist numbers will continue their downward trend if no action is taken.
“The government must straighten law enforcement, invest into infrastructure – including waste management, water and electricity – and put a cap on the amount of Chinese investment allowed in the area,” Mr Sinan, adding that “it is important to keep the identity of Cambodian culture.”
Interior Minister Sar Kheng last month ordered the creation of a taskforce to provide additional support to provincial authorities cracking down on crimes committed by foreign nationals.
Mr Kheng said that crimes plaguing Sihanoukville include murder, drug trafficking and gambling, which has led to extortion and kidnapping cases as the foreign population there has ballooned.
Earlier this month, Mr Kheng was asked by reporters about a drop in national tourists to the province because they fear for their safety.
“Because of that issue, we created a taskforce to go there and help solve the crime problem,” he responded.
Mr Kheng said the taskforce – which includes officials form the General Department of Administration, the National Police, the General Department of Immigration, and legal experts – is advising provincial authorities on how to best reduce crime.
“I have not ordered them to be there permanently and they are just going to stay in the province to assess the situation,” Mr Kheng said. “They will provide ideas on what needs to be done to reduce crime.”
“If there are some problems that the provincial authorities cannot solve, they must report the matter to the ministry,” he added.
He added that the province also has environmental and land conflict problems due to an increase in investment there which has driven up land prices.
According to numbers from the provincial tourism department, Chinese tourists top the list of visitors to Preah Sihanouk by nationality. During the first nine months of the year, 130,644 Chinese nationals visited the province, a 38.5 percent hike. China is followed by Vietnam (28,787 visitors), England (25,397), Russia (25,722) and France (23,417).
